At the beach
You can do it on the beach, or in the surf. It has been done in European nudist beaches. That’s relatively easy. Where there are sand dunes, or rocks, there should be enough privacy to get naked or half naked and do it. Actually, you don’t really need to be fully naked to do it. Most people would not even notice anything funny, if they saw you hugging very close in waist-deep water.
